Teo Ming Kian, Chairman

  Mr Teo Ming Kian was born in 1952 and was educated at Raffles Institution. He was awarded the Colombo Plan Scholarship to study at Monash University, Australia, from which he graduated with First Class Honours in Mechanical Engineering in 1975. He attained the Master of Science in Management from the Massachusetts Institute of Technology, USA, in 1986.

Mr Teo started work in the Ministry of Defence in 1975. He was appointed as Permanent Secretary in the Ministry of Defence in April 1991. Mr Teo was also the Permanent Secretary of the Ministry of Communications from 1 November 95 till 31 May 99 when he was appointed as Executive Chairman of the National Science and Technology Board (NSTB) on 1 June 1999 till 31 January 2001. Mr Teo was appointed Non-Executive Chairman of NSTB from 11 January 1993 to 31 May 1999. He was the Co-Chairman of A*STAR (formerly known as NSTB) from 1 February 2001 to 31 January 2003. Mr Teo was also the Non-Executive Chairman of Singapore Technologies Pte Ltd from April 1997 to December 2004. He was also the President of the INSEAD Singapore Council as well as Member of the INSEAD Board from June 2001 and January 2002 respectively to July 2005.

Mr Teo is currently the Executive Chairman of the Economic Development Board since 1 February 2001. He is concurrently the Second Permanent Secretary of the Ministry of Finance with effect from 1 July 2005. Mr Teo is appointed as Permanent Secretary of National Research and Development in the Prime Minister's Office with effect from 1 January 2006. Mr Teo is also a Board Member of the National Research Foundation (NRF) from 1 January 2006. He is also a Founding Member and Trustee of Majulah Connection and Board Director of LucasFilm Animation Singapore Pte Ltd.

He has 2 children, a daughter and a son. He has been awarded the Public Administration Medal - Silver, the Public Administration Medal - Gold and the Commander First Class - Royal Order of the Polar Star (Sweden).
