Marmon Water’s announcement of a Water Filter Manufacturing Plant in Singapore

SPEECH BY EDB ASSISTANT MANAGING DIRECTOR, MR KENNETH TAN, AT MARMON WATER’S ANNOUNCEMENT OF A WATER FILTER MANUFACTURING PLANT ON THURSDAY, 26 JUNE 2008 AT 2.00 PM

Ladies and gentlemen,

Introduction
1. A very good afternoon to you. I am very honoured to be present today at the joint press conference of 2 very promising water companies – Marmon Water, one of the world’s largest manufacturers of residential and commercial water treatment systems and Hyflux, one of Singapore’s fastest growing water companies.

Hyflux-Marmon Water R&D Centre
2. In January 2007, Hyflux and Marmon Water announced the set-up of a joint Water R&D Centre in Singapore targeting the global residential and commercial water treatment markets. I understand that much progress has been made by the R&D Centre over the past one and a half years. The S$50 million Centre is on track to employing 50 staff researching on the next generation water treatment technologies and some of these projects will start to be commercialized in the next few months. Well done.

3. The success of this R&D Centre is a strong testimony of Singapore’s attractiveness as a Global Hydrohub where Singapore-based companies, both local and foreign, can cluster and develop innovative water technologies and solutions for global markets. We intend to further strengthen our position in the global water industry by focusing heavily on R&D. The Environment and Water Industry Development Council was established with a $330 million budget in 2006 to oversee the expansion of water-related R&D activities in Singapore. So far, we have seen a sharp increase in the whole spectrum of R&D-related activities from basic research, applied research, pilot-testing and commercialization activities and we expect the trend to continue.

4. Manufacturing remains a key focus of the Singapore economy. This includes activities across the whole value chain, from design, development and manufacturing to marketing, HQ services and supply chain management. We are extremely delighted today to learn about the establishment of another important manufacturing operation in Singapore -- Marmon Water’s carbon water filter manufacturing facility here. The plant is potentially a 24 million Singapore dollar investment and Marmon Water would be employing 100 workers when it is fully operational. This will be the first water filter manufacturing investment by an overseas water company in Singapore.

5. Marmon Water chose Singapore for three main reasons. Firstly, Singapore’s national emphasis on the water industry has led to a wealth of technical expertise that Marmon is able to draw upon. Secondly, Marmon Water is able to take advantage of Singapore’s excellent connectivity with the fast growing Asian water market and our strong logistics infrastructure. This is particularly important for products with short turnaround time requirements. Lastly, Marmon was convinced of the availability of qualified manpower in Singapore that could operate the complex manufacturing operations that they undertake here.

6. Again, congratulations on Marmon’s official announcement today. We look forward to playing a part in Marmon’s exciting plans for the future. I assure you that EDB and Singapore will continue to give our strong support and build a strong partnership with Marmon in the years to come. I wish you much success and growth in the coming years.
